Modify DL nav bar (i.e. _toc.yml) #737

Modify DL nav bar order (the _toc.yml) image Was plannning to create new folders like rnn, nlp, cv for better classifying future contents, image but ran into some issues (maybe caused by changing the directories of files) and failed the pr_build. So Just modify the DL nav bar order
