move backend dir contents to root

Now that the frontend of portal has a dedicated repo, make the portal-react repo the backend repo for portal.

• [ ] rename portal-react repo to portal-backend
• [ ] move all contents of the backend dir to root
• [ ] fix pipeline file references
• [ ] fix settings file references
