Implement solar panels for Snow and City themes

Task Description

Task 433 created some alternate designs for solar panels for the Snow and City theme. We need to implement these in the level editor.

Acceptance Criteria

In the level editor, when creating a level:

• [ ] City theme has an additional scenery option, the house with solar panels.
• [ ] Snow theme has an additional scenery option, the solar panels with snow on them.
