Dune, opam, and GitHub Actions fixes #105

Update dune lang to 3.0 as the version is already constrained to >= 3.0. Generate the opam file using Dune. Fix new warnings.

Thanks for the contribution. The CI has reported errors. Would you be able to investigate these please?

The CI runs should be fixed now. I've also updated the GHA scripts.
