Windows run on GitHub Actions #110

I've enabled ocaml-ci for the repo, which should take care of Linux and MacOS CI builds. Adding a GitHub Actions job for Windows runs.

Merging this as the Windows run is fine. Fixes for ocaml-ci run will follow in a subsequent PR.
