Add Eio_posix.Low_level.fstatat #618

Split out from #599 to make review easier.

Some minor changes:

float_of_time now ensures the integer part is always correct.
In the low-level interface, the buffer is always required.
Expose the buffer creation function.
Auto-generate prototypes (using #615).
