This PR is the fruit of a few weeks of work in order to be able to use 0install-solver inside opam itself for simple use in a CI (e.g. opam-health-check). I've been using it as my main opam solver (using this branch https://github.com/kit-ty-kate/opam/tree/opam-health-check3) on my laptop and on check.ocamllabs.io for several months and I haven't noticed any issues so far.
