Package directory where you can browse all packages by tags and categories #953

What if we had a registry to explore by category?

For now, the first step would be to add a /packages/directory page that lists all packages.

Although partly satisfactory, https://ocaml.org/packages/search?q= returns the complete list (4183 package at time of writing this, same count as https://opam.ocaml.org/packages/).

As an interim solution /packages/directory could redirect to /packages/search?q=

In the longer range, the question is how different would the directory and search result list would look like?

Search will inevitably have pagination.

ETA: In the long run, I mean, when we have one or two orders more packages than now.
