Publish Documentation? #274

I can see a workflow publishing docs to github pages, but it appears that it is not being exposed, as https://ocaml.github.io/omd is empty. It would be nice to not have to generate those locally, and to add a link to them to the root README.md

I have enabled it now. It only has documentation for the latest version. I'll see if I can make add the documentation for more versions and add something to the readme.
