This PR is built on top of #64 as part of a push to simplify this repository and make it more welcoming to people contributing. This PR:

Merges ood-cli and ood-gen into ood-gen which greatly reduces the type duplication we had and code parsing duplication too.
Updates the README to reflect the current structure of the repository
Adds some contributing docs to the repository explaining how to get setup

Merging this as I think it is another good step at simplifying the codebase and has the CONTRIBUTING document :))
