Orphan packages

Some packages have no active maintener anymore. A notion of orphan package could be nice with

• A way for current maintener to transfer the github (or alike) permission to opam
• and then managing an adoption procedure could be nice.
• the indication of a package to be orphan (and for how long) when doing opam search would encourage adoption and would also be helpful when choosing what to install.
• there should also be a web page listing orphan packages with a form to propose adoption for himself or others.

Thanks for the suggestion @craff, although I would prefer that the OCaml community come together (perhaps on discuss.ocaml.org?) with a convention for how to handle orphaned packages. There is currently no notion of "opam" owning a repository, and the maintainers are already quite overloaded. Instead, there are community organisations like github.com/ocaml-community that may be able to help with this.
