Simplify the version logic

I've made a few small changes that bring the version logic closer to what Emacs modes typically do:

• tuareg-mode-version just holds the version
• tuareg-display-version displays the appropriate version info in the minibuffer
• remove the license blurb from the version info

I'll let Christophe deal with this. My own opinion is that it's better to let the package manager provide that functionality than have every package provide its own code for that, so I'd happily remove all of it.
