Move the OCaml Labs content #711

The toplevel OCaml Labs page needs to be removed and a few short sentences added to the the existing Community page.

There is already a sentence about OCaml Labs (and the Consortium) on the Community page in the Support section. Probably, links could be added there.

However, I still think that the distinction between commercial entities and non-commercial ones is a nonsense. Both kinds try to contribute to the OCaml community, by providing open-source software and other services. For example, OCamlPro is currently involved in the conception of the OCaml MOOC with Paris 7 (volunteers are currently transcripting the videos for English subtitles, other ones are preparing exercices with automated correction), and contributed (with no funding) to the OPAM Weather Service and the Solver Farm.

If you really wish to make a distinction, why not put other non-commercial entities that are also contributing to OCaml : University of Paris 6 had a huge work on OCaml4Multicore a few years ago (and they are still working on projects such as "ocamlclean", "ocapic", "ocaide", etc.); University of Paris 7 is working on Ocsigen, i.e. Lwt, js_of_ocaml, etc.; IRILL is contributing to OPAM and the MOOC. All of these entities are also eager to receive donations to hire more PhD students and engineers to work on these open-source projects and other ones.
