Create script for basic R package creation

This script would:

[ ] Create the R package skeleton (through the usethis package)
[ ] Create an empty unit test structure (again, usethis)
[ ] Create GitHub Action workflows for check, lint and coverage (don't use usethis, copy from a recent project)
[ ] Create a README.md file with some basic info (e.g. common badges)

Possibly make this script a wrapper for usethis functions.
