Build doesn't work with maven version 3.6.1 #52

Note that this is linked to maven directly, this is not a bug of occi-studio. A lot of projects with tycho doesnt work with maven 3.6.1. The symptom is : repository P2 are not added to maven build. So org.eclipse.core.runtime are not added in the build.
