add licensing to the osd crates #7

number of levels here:

  1. document and explain how to do it (manually) in the rocrate-metadata.json
  2. be sure the rocrate-maker assistant suports adding free annotations
  3. be sure to have an update in the shacl / osd profile to enforce license + provide pick-list
  4. be sure to provide a default value through the osd profile
    • coming from the seed crate
    • as well as be provided by the s shacl (need to check if the shacl report will fill that gap though)
