Add US ATN data to the input directory and generate a sources/atn.yml file #3

I'm putting up the snapshot of the IMOS dataset here to refer to, but if we could get the ATN offering slotted in alongside it with a descriptive yml file we can start to move things in parallel.

I'm working on compiling the required data and metadata files, including the descriptive yml file and hope to have everything uploaded by early next week.

@jdpye @ianjonsen Done. Data files and metadata added to input folder and yml added to source folder. Let me know if you need anything else or if I need to make any changes to provided files.
