【 使用环境 】 测试环境 【 OB or 其他组件 】OB 【 使用版本 】4.3.0.1 【问题描述】清晰明确描述问题 【复现路径】之前docker启动正常，但之前不知道什么时候就停止了运行，然后这几天启动oceanbase一直启动不了，报1006错误，如果实在没法启动，有没有什么办法能够导出我建立的数据库数据； 【附件及日志】 微信图片_20240709110540

Then oceanbase failed to start in the past few days, reporting a 1006 error. 容器是否还在运行，如果还在的话，可疑登陆到容器中看一下 observer 进程是否存在，因为报错是 obd 报出来的，可疑确认一下是不是密码有过修改导致连不上了

我这边是docker启动observer启动报错，不是启动成功了，连接不上
