[Enhancement]: Verify that the obcluster is configured with NFS volume mounted when add backup policy with NFS storage type #627

Description

  1. Verify that the obcluster is configured with NFS volume mounted when add backup policy with NFS storage type and give an error when NFS storage type is selected.
