Create new OHW23 (sub)site

Let's create the starting point for the OHW23 web pages. It'll be like OHW22, https://oceanhackweek.org/ohw22/

• In its own directory
• Reuses content from OHW22
• Let's start compiling the Organizing Committee information in one place (see OHW22 Org. Comm. page for reference). The yaml file with team member content info is https://github.com/oceanhackweek/oceanhackweek.github.io/blob/source/_ext/team.yaml
• The table of content brings in pages from other directories, especially the resources directory
• Initially, we can hide content (pages) that's not ready for prime time
