transfer tutorials-index from ohw22 to ohw23, embellish index with youtube link #260

Hello @oceanhackweek/website

The tutorials group would like to resuse the OHW22 tutorials page for OHW23, and we would liek to include a link tot he OHW Youtube channel. We think this is the best approach at this time, and we can update as needed between now and Aug 7.

I think I have faithfully followed the update instructions to make a pull request. This branch, tutorials-23, changes very little but brings the content into the owh23 directory and embellishes the index page. I couldn't figure out how to add a link to the 'Section Navigation' section of the OWH23 landing page, but I am happy to do so if nudged in the right direction.

For tutorials that aren't being run during an event, but rather we are suggesting for participants to view if needed, I'd like to move them to the Resources section of the site.

I know @emiliom has a big revamp of the site in progress, so I'll leave it to him for the final call.

It should be possible to add to the section navigation by editing this toctree https://github.com/oceanhackweek/oceanhackweek.github.io/blob/692bcca674f1e0af21b1472c4f2315596f550de5/ohw23/index.md?plain=1#L134-L141

It may require index files for new directories, but we can remove -index from the directory name.

Let's keep this PR open for now. What it was trying to do was never quite folded into the OHW website, and I think it still has value. We won't merge it as is, but it may be a useful guide in preparing improvements for OHW24, and more broadly.

It also relates to long-standing tutorial curation & reuse discussions, such as the curated branch in ohw-tutorials
