Add new Mission Statement to the website #307

To the front page, as the first thing in the "About OceanHackWeek" section. Use a call out theme.
Also in the About page

Our mission is to meet, collaborate, and learn at the intersection of ocean and data sciences. We create vibrant, diverse, and inclusive communities that push the future of open science.
