Add an option INTEL_SOLVER to input.conf so that users can switch to an Intel-based container for the Schism forecast step. The Intel-based image is derived from the image created by NOAA EPIC and an example image can be found at /lustre/Yi-cheng.Teng/singularity_images/solve_intel.sif. This draft PR serves as a reference for those interested in running Schism using a container approach with multiple nodes on NOAA RDHPC and CLOUD platforms (e.g. Hera and nhccolab2). Ultimately, we should aim to create our own Intel-based image to reduce the image's size.
