Enhance/native conda

• Use native conda env and native schism binaries
• Use local shapefile for countries polygon
• Use yaml input file for all inputs provided as a single argument
• Use python console script run_ensemble

@SorooshMani-NOAA I tested it and updated analyze_ensemble.py and combine_ensemble.py to reduce post-processing computational time. Feel free to merge this main. Thanks
