Azure implementation

The plan is to first implement for Azure in a separate branch as if the plan is to only have Azure. When the system is fully working, abstractions can be planned to merge the new implementation into main so that both clouds are supported.

Current tasks:

• [ ] Speed up upgrade to Prefect 2 (#5)
• [ ] Provide test inputs for docker images to test components while upgrade is underway.
• [ ] Update terraform to use on Azure
• [ ] Update parts of the workflow making AWS specific calls to make Azure calls

As discussed during the meeting on 5/2, I sent SCHISM setup + compilation instructions to the Microsoft team to be used as an example for running the model on Azure
