Initial incorporation of the PAHM component and related tests.

We need to work with the UFS weather-model developers to try to make those cmake files more unified and universal. Somehow, at some point we might need to do things a little different from the weather-model as we have more specific needs in UFS-Coastal. This is my suggestion.

@pvelissariou1 I agree with you but at this point it is better to keep the changes minimal unless it is critical and show stopper.
