Prepare_snapshot_received_proposals_airtable.js needed an update
Proposals had "unreported" and "New Project" standings that were not getting picked up properly

[x] Updated standings that are accepted as "Good Standing"
[x] Modified local code so that DAOBot would pick up the right proposals, and deployed them to Snapshot for R13.
[x] Code is integrated into DAOBot VM

I believe this is now fixed.
