Document a Frequent Asked Questions section

There are some common questions about what is the scope of the Engineering board. Would be good to have those questions/answers documented in a common page.

One Q that has popped up, and probably will be frequently asked is OEPs. Here is possible content, from a Q by me, to A by Aitor.

• Q: How are we approaching OEPs?
• A: While at first (in early 2018) we were "everything needs a OEP" approach, by mid 2018 we are "have OEP's only for the modifications requiring an in-depth analysis". In those situations we require further investigation, typically we add a new "problem" to the research board and add a new OEP if is relevant enough. We did a lot of work on the OEP's and could be a good tool, also for engaging the community.

I think that explanation is good enough and we don't need a lot more (e.g. FAQs about it). If something isn't clear about the Engineering Board, then whoever notices that lack of clarity can revise the above page in a pull request.
