Should DF rewards be in *Vested* OCEAN? #23

I have an A to the Q posed by this issue.

The aim of this issue was to reduce downwards supply pressure. But other mechanics already ensure for that -- veOCEAN, DF itself, and H2O. Locking simply gets in the way. Don't do it.
