[Staging] df-py and df-web located inside of /home/ have been removed. All apps are now inside of /app/

[Production] DAOBot -Still located in root folder / Proposal Portal - Still located inside of /home/ BrightId Server - Still located inside of /home <= This should get moved into a repo
