Describe the bug Selecting custom parameters and then changing to dataset blocks publishing

To Reproduce Steps to reproduce the behavior:

  1. Go to publish page
  2. Click on algorithm
  3. Scroll down to custom parameters and select it. DOn't fill out any of the custom parameter fields.
  4. now scroll back up to select publishing a dataset.
  5. You won't be able to publish

The issue is that the validation is not contingent on algorithm being selected.
