Create new C2D environment

• [ ] Allow 120 seconds of computing resources

Steps:

• [X] create one more namespace (compute-v4-engine-dev-env2 already created)
• [x] deploy standard compute-operator in that ns
• [x] edit the deployment and add the following env:
• [x] priceMinute = 1
• [x] maxJobDuration = 120
