Start predict-eth2.md template, in new repo #180

For eth-predict challenge, we want a starting point template for the second round. That's the aim of this issue. We will evolve this template rather than the one from the first challenge.

Be sure to incorporate it into the main ocean.py README.

Recommend: create our own repo for the templates, outside of ocean.py.

New repo created: https://github.com/oceanprotocol/predict-eth

Then, copied over eth-predict.md from ocean.py, into new repo as "eth-predict1.md". Then made a copy of that, as "eth-predict2.md". https://github.com/oceanprotocol/predict-eth/commit/3a7d8779e267947e9e6d27216f94452b29b9f053

Finally, in ocean.py: made its README point to this new repo, and deleted its copy of eth-predict.md. https://github.com/oceanprotocol/ocean.py/commit/094faeb9ec8b55c98053ce3c60e9662280aecb82
