Work with LOCO data managers to correct errors in the time vector #2

The time variable in all of the LOCO-MOZCHANNEL ADCP files is wrong. See the index file start/end dates or the global attributes time_coverage_start, time_coverage_end. An example file is here.

All of the other LOCO data appears correct and only the ADCP data seem wrong. The data manager listed in the example file is below.

Looks like the data values are way negative:
