Azure PR Preview Follow-Up #191

These are things that need to be corrected down the road. Nothing critical here.

  1. 'Create Storage Account' step name in destory
  2. PR comments fail for manual runs
  3. When PR comments fail, the failure PR comment step shouldn't run
