Add utils to the base images #7

We don't really have a way to share scripts otherwise between our Puppet and Docker hosts, unless we're willing to Debian package every tiny script.

My only concern would be utils getting out of date like with ocflib, but, according to @jvperrin, these are rebuilt from scratch daily, so I think there is nothing to lose here.

In the future, we might consider whether utils is the right place for shared scripts, seeing as they might not all be designed for human use.
