Update PHP document to include that outbound HTTP requests are blocked. #784

Many websites rely on outbound HTTP requests to function, but they are completely blocked on ocf. Maybe we should update the document to let users know this beforehand so that they can choose other frameworks other than PHP?

really? ocf blocks outbound traffic? or only on the webserver
