Someone rebooting a server shouldn't require people to have to go to the server room to fix things.

This could go something like...

[ ] map out a dependency graph to find what depends on what
- include what VM, hypervisor each thing runs on, and what purpose they have
- would also help with the "woah, the OCF hosts that?" problem
- I'd bet there's at least some of https://xkcd.com/1579/
[ ] resolve the cyclical dependencies
[ ] attempt a reboot, fix issues, repeat
[ ] put procedures in place to maintain the dependency graph so we don't have the same problem again

Also, make sure all the IPMI actually works and people know how to use it...
