This commit also upgrades the image to Buster, since we need a later version of libapache2-mod-auth-openidc to check for the ocfstaff role.

I'll look into why the "tests" are failing but this is working in prod right now so it's not really a concern.

I think our best course of action here is to remove tests, see #17
