Loosen various dependency version constraints

Like !26, this bumps the maximum versions for base and semigroups to 4.17 and 0.21 respectively. In addition, it removes the maximum version of text, as it seems to work fine with version 2.0 and up.

I'm no longer using this, so I'm afraid I've got a bit sloppy with maintenance. If anyone is interested in maintaining, I'm happy to hand over the relevant bits! Otherwise I'll try and get to this soon.

It's not super urgent, I'm just trying to get rid of our allow-newers! I think the package works fine otherwise!
