What steps will reproduce the problem?

1. div>div<Tab>
    Go to the position 0
    Run 'Balance Tag inward' action.

2-1. div>div<Tab><C-D><C-D><C-D><C-D><S-C-D>        --> does not work
2-2. div>div<Tab><C-D><C-D><C-D><S-C-D>        --> does work
What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
