update wemake-python-styleguide to the latest version #24

First of all thanks for creating this valuable project! The latest version of wemake-python-styleguide is 0.16.1, but on the flake8.codes the freshest version is 0.15.3. The ideal solution will be to update the flake8.codes page on the new release of wemake-python-styleguide (or another flake8 plugin).

I haven't been working on this project for a while, was occupied by other stuff. I will look into publishing a newer version of WPS in one of the nearest weekends. Thank you for your interest!
