Octo-STS app doesn't request `"environments"` permission when installed #557

I only get:

Read and write access to actions, checks, code, commit statuses, deployments, discussions, issues, organization projects, packages, pull requests, repository projects, and workflows

but environments is missing. Is this an ommission?
