Add ability to sync IoT apps when the underlying flow it is based on has changed #25

We need the ability to sync IoT apps when the underlying flow has been modified or updated.

When a flow is changed we should notify the IoT app author and consumer that the underlying flow has changed and the IoT app should be updated or a new version should be published.

It's helpful to prompt for each update, all updates, and a way to opt-out.
