An instructions file about adding new features

I think it would be good to have an intructions file to help contributors about adding new fetures. I have these sections in my mind:

How to add a new template section
How to add a new language support

I imagine section contents to be like this one: https://github.com/octokatherine/readme.so/issues/239#issuecomment-1235886606

Please share other ideas because it feels empty with two parts :)
