fix(deps): upgrade `@octokit/app`

Propogate https://github.com/octokit/app.js/pull/422 to the octokit package to alleviate CDN caching issues

Resolves part of #2450

• Users that are consuming this package via a CDN were getting a bad version of @octokit/auth-app

After the change?

• Upgrades @octokit/app to make sure that that dependency is a good version
