Get Projects by personal access token-Must have admin rights to Repository #1656

Describe the need

I use octokit/rest.js When I login with personal access token and then get all my project by project-id , I get this error: 403 - Must have admin rights to Repository. When I login with username:password I get all my teams from organization without error. WHY???
