This PR adds together various changes from branches autorest-experiment and new-generation in order to get an end-to-end slice of generating, post-processing, and validating the Go SDK.

This PR now successfully builds the SDK locally. An Action is in place which will build it in CI, but this item is blocked while we get the Octokit organization beefier machines to run CI on.
