Create file reader for Met mast data coming from the SALE project.

Reader must output:

[ ] posix time t
[ ] velocity [u, v, w] (where w is by default 0 for simple cups) with height for each anemometer
[ ] z height from floor
[ ] optional metadata structure

Output should be done as a datastore as in issue #6
