Autoreport vertical LiDAR site characterisation

Create automatically generating site characterisation report for LiDAR.

Include:

• site turbulence characteristics, spectral, standard and nonstandard metrics
• wind roses
• shear profiles
• veer

Exclude (for the moment)

• intermittency metrics
• convergence metrics
• smart-fill
• checks against ISO for whether the quantity of data satisfies requirements for power curves
• investigation/optimisation of structure shapes

Est times:

• 2 days for site turbulence characteristics
• 3 days for wind roses including graphics
• 1 day veer and shear discussions (find a generic way of expressing?)
• 1 day QQ

Brilliant, thanks Nic. Pro tip: You can cross reference issues by #number. For example, referencing the Galion LiDAR task as issue #6 creates a hyperlink to the other issue when viewed on GitHub :)
